You don't have enough robes to clothe everyone! Of the four robes, Tess fits one, it'll take 1.5 to make Dornikal's, leaving 1.5 remaining. It'd take multiple to fit one to Maji.
As far as benefit, I'm going to say that they allow you to add your proficiency bonus to Stealth checks. So at your current level, they are essentially +2 to Stealth in desert environment.
Edit: Forgot I had a cleaner idea for them... Makes more sense, and avoids floating modifiers.

Nem's already proficient in stealth, so I guess she doesn't need the cloak
You could always make the cloaks work the same as it did for her Disguise Self spell, where the cloaks don't give advantage / proficiency per se, but simply allow a stealth attempt to be made within the (open) desert environment, where they otherwise wouldn't be feasible.

Badge, Coljin is not nearly high enough level to do anything about lycanthropy, if that is a were-creature you end up eating!

The downside would be him losing control and attack us. Granted that would be an excellent reason to finally do something about Maji so Holger won't have to live in fear that Maji decides to attack him again.

So what happened with the robes? If it is just an option to take an action to hide in open desert it becomes less attractive than a floating +2 for him.

It makes attempting a hide check possible, where it wouldn't otherwise be if you're in LoS. Nixing the +2, but it makes it possible to Stealth more often.

Mort, if Ulmwin is interested in the clockwork amulet he should attune it. I don't think anyone else would mind? It doesn't make sense just to leave it in the bag if we can put it to use.

The amulet works on an attack, this can be melee, ranged, or spell.
Ulmwin would have +5 spell and +4 DEX to add to the 10. A 14 or 15 is enough to hit most things that aren't really slippery or well armored.
No one else is clamoring for it, and while there might be folks who can dump a bigger modifier on there (Coljin can get up to +7 on spell attacks), not sure there's someone who's rolled under 10 more on attacks!

I don't think he's got any real use for it, though..? Ulmwin's modifiers aren't exactly superb, he'd basically have to be encountering a very weak creature or challenge in order to be able to make use of it.

Nope, just skips the roll and have you get a 10 on an attack instead. Would be best in the hands of a caster with a debilitating spell that requires a spell attack or has a recurring effect afterwards. Tess could potentially witch bolt people instead of sneak attacking if that isn't feasible?

Tess doesn't have any aggressive spells or cantrips. It might be zephyr who has Witch Bolt.
