Farawlen is pretty bureaucratic when it comes to selling stuff like black powder. The shops that sell it are rare, and they don't just give it to anyone. Basically, you need a license for it
If you do get a license somehow though, you'd expect it to cost around 225-275 gold for a keg, depending on stock and availability. And you obviously won't need to worry about bureaucracy if you can find it on the black market....although you might have to pay a little extra for the trouble...

@Spider: The chamber you're in is 40ft tall, with a diameter of 30ft. There's a 10ft wide pit in the center, and various tunnels in the sides at various heights.
Most of the other tunnels are only 5-10ft diameter.

I'm assuming that despite your small frame, between us we have too much gear to make carrying you a possibility for Kytiel's meager strength.

But seriously: Uragh would know that there are a few different gangs and crime families working out of the Lower Quarter and Harbour. If you steal from one of the minor ones, then you'd probably be able to get away with it....but if your target is allied with one of the larger organisations (the big three you know being the Snatchers, Cutter's Crew, and Borgoni family) you might be inviting trouble.

Added actions to Veska's post, since I think that STR save is enough to stop whatever the water creature's doing.
If it does half damage or something, I can add a Concentration check to that if needed!

You have ADV against targets that can't see you, and since Veska is invisible to darkvision that means that she has ADV against just about everything down here in the sewers. Also she used Hunter's Mark on the water creature, so she does an extra 1d6 damage on every hit.
