"Sure, him. Whoever you report to. Your boss. But I came here to speak to someone in charge, and I'm not leaving until I do."
She folds her arms and plants her feet.
"Look, your town's had twelve hours to go to shit while you lot fought each other, pissed on yourselves and passed out. Not that it's your fault or anything, but I can't imagine there haven't been PLENTY of people taking advantage of the situation. So, I'm going to go and chat to your sergeant or whoever else might be in charge so we can tell them what we know and help speed things along before folk start dying."

The half elf gives a quick whistle and the two guards walking away start moving back towards Ves and Lurn.
The half elf says flatly,
"You're obviously not from Stenrek so let me explain somethings. Your companion here has reported a serious crime and in this town we follow up on these. Should we go to this warehouse and find it empty you two will be in trouble for wasting our time. Should we find what your tall companion said we will take these alleged kidnappers into custody."
He looks firmly at Ves,
"Honestly we don't have time for this. If you want to speak with someone in command you may follow along to the lockup with the 'kidnappers'. There is always a watch captain on duty there. If you have something of immediate importance you are free, encouraged, to tell us and it will be reported."

"Well, I very much hope there were no others watching from the wings to clean the ordeal up. I would rather not waste more time than necessary. One dwarf fled the scene, though I would expect him to avoid the area, whoever won out in the conflict, being that he abandoned his comrades." Lurn begins along the way to the warehouse. "As for who they were attempting to kidnap, it was a young elven girl girl, taken from a building near here. Two others of our number took her back there and remained for a time, but now that people are waking I've no clue whether they would still be there or allowed someone else to escort her home."

Jaq quietly moves along with the girl and the guards. If he sees anyone obviously injured and needing first aid is the only reason he will make them stop

The half elf guard gestures the two others that were heading back towards them away and follows Lurn and Ves to the warehouse, either missing or ignoring Ves' look to Lurn.
Upon arriving on the street where the fight took place a short while later it is immediately clear someone has cleaned up. Where the bandit leader dropped and bled out there is only a patch of ground covered in what looks to horse manure, the spot where the crossbow bandit fell has been covered in sand. There is no sign of any bodies. People are up and moving here, mostly taking goods inside or otherwise closing shop. They seem to be less confused than the others you've seen along the way and, unlike others, do not ask the guards any questions while making themselves busy.
The half elf guard and his companion don't comment on either the sand or the manure. The warehouse is largely as you left it, minus the kidnappers. The guard turns and looks at Lurn and says tiredly,
"Here? Looks like they've gone. If they were ever here."

Jaq and Joe notice a few injured people but they are all being tended to by others, though their procession back towards the Prefect's estate doesn't slow for any of them. As they travel east they move by an increasing number of city guards heading west, deeper into the city. These guards attempt to speak with the two protecting Denalius but are also waved away.
Reaching the same open space in front of the estate the group turns to the right and moves until they almost reach the wall before stopping in front of a large home with a spacious, gated yard. Two elven soldiers, much like the two with Denalius, stand inside the gate. Upon seeing Denalius they open the gate without saying a word and one rushes towards the house and inside. Before the group can halfway across the yard an older male elf in full armor emerges and quickly scans the group and upon seeing Denalius smiles broadly saying, in elvish,
"Granddaughter! I was just preparing to find you!"
Behind him emerge a half dozen other heavily armed and armored elves.
Denalius runs to her grandfather and hugs him awkwardly (due to armor) before whispering to him and pointing back at Jaq. She pauses and then whispers more and points at Joe.
The elderly elf pats Denalius on the shoulder before moving to stand in front of Jaq and Joe, the other soldiers following and flanking him. He takes both in and states formerly, in common,
"I am Councilor Grelinav Mer'Nonavin. My granddaughter says you have information about what happened today. I would hear it."

She yawns and shrugs.
"Oh well. Guess you need to take us to your boss now, huh?"

The half elf rubs an eyebrow with the heel of his palm and takes a deep breath.
"I honestly don't think you're lying to me but I don't have time to write you up or escort you anywhere."
He steps out of the warehouse, waving for Lurn and Ves to follow, and walks to the main street. He calls over one of the vendors.
"Did you see anyone leave this alley or warehouse since...well since you woke up?"
The vendor casts a nervous glance over her shoulder to the sand before answering,
"Nons come cept ye sins I woke, sir."
The guard nods and thanks her before turning back to Ves and Lurn.
"If you want to meet someone in authority you can head to the barracks, the lockup or one of the gates. Good luck actually talking to them."
Shaking his head he and the other guard head back the way they came.

Jaq nods as Joe speaks, however, not wanting to annoy the elf he stops nodding as Joe talks about the prefect’s intentions.
There was a small group of us that had not drank water from the wells and we were able to go to this alchemist and notify him of the problem. He was able to make an antidote that we got into the water supply. It created the fog you saw. Then we ran into thugs kidnapping your granddaughter...and that’s how we got here. We’ve also been told the prefect is not in the city. I’m hoping you might get the guards to go out and protect the citizens from any other trouble makers or kidnappers and such. They seem to be holding up in the palace.”

Lurn lets out a sigh, "Joe was right, it seems. Still, it wouldn't do to have just killed them."
Once they're away from the guards, the large man speaks quietly to Ves, "Is it truly wise for us to speak to those in charge? They will almost certainly be elves, with the same biases as those in charge, and we were not really meant to be in that alchemist's labs."

Councilor Grelinav listens and nods slowly at the mention of the alchemist and explanation of the fog.
"An interesting story. I would like to know more as to why you knew where the Prefect's pet alchemist was and how to get to him. In the meantime."

“Yes I do counselor. And you are not going to like it. But you do need to hear it. We were affected by the water. Neither were a group of the thieves guild. Some who drink too much don’t drink much water. It was the thieves guild that primarily kept the city from burning down from people who fell asleep in front of bakery ovens and the like. And they told me of the way to clear the poison from Stenrek. They did steer us truly. I know they are the THEIVES guild. But they did work for the safety of the city” If, I will probably win, he asked how I talked to the thieves guild, I will tell him about saving the girl, and how she pointed me to the guild and how I got the information. I will not disclose where we met though.

The Councilor ponders this new information (including the extra information about meeting the woman) long enough that his granddaughter has time to grumble something to one of her servants and for them to return with a cloak to wrap around her. When he does reply his tone is flat,
"I was unaware the city had issued any such guild a license to operate. How did they know that the alchemist would cure the problem? Did they attempt to take my granddaughter?"
He shakes his head slowly,
"Very odd situation this." He runs his hand over his short cut white hair.
Turning to one of his granddaughter's guards, in Elvish, he asks,
"What can you tell me of this supposed kidnapping?"
The guard responds in clipped precision, (Elvish)
"The window of the shop was broken. There was a body of a human male outside. The wound appeared to be made by a rapier. This elf's weapon match the injuries. Their story fits."
The Councilor watches Jaq and Joe during the brief report.
"It seems I owe you for saving my granddaughter. And perhaps this city owes you as well. That remains to be decided."

The Councilor gives Jaq a thin lipped smile,
"You would be surprised how many things are licensed. Excuse me a moment."
He takes a few steps back and has a quiet conversation with his granddaughter who gives him another hug and heads into the house with her servants and guards. Once she is inside the Councilor returns to you,
