Can a Speedy's extra equipment come off of someone else's list?
The extra equipment from someone else's list will go to that someone else by default. If the Speedy wants it, he has to ask for it.
Think of this extra equipment bonus as the following: "You are allowed to take one more piece of your starting gear options", whomever the Speedy tells this.
Trading any equipment around (whether it's a starting gear or an extra starting gear) is up to you. Only limit is in the description of the specific item.
Does Speedy light armor only last 4 dam total, before needing to be recharged?
Armor is destroyed when it has absorbed all the damage it took. Force Shields can be recharged (worn on the back), hence the "charge" in description.
Same question for Bulk's Heavy armor and handheld shield?

What would an upgraded recharging kit do?
Decrease in cooldown between usages, Ability to "overcharge" from level 3.
What does an upgraded infiltrator do?
Better chance in succeeding with the infiltration. Better chance in succeeding with activities after successfully infiltrating a target.

Ground units cannot move through ground objects, and air units will be blocked by air objects. Air units can fly over ground objects, and ground units can duck under air objects.
Right now the only air objects for you are copterbots and people waltzing in jet packs at N+1 height.

No, upgrades will be always random on effect, and target. It's becasue else it should be then mathematically modelled to choose what to upgrade (nearest to enemy encounter / farthest / around specific object / etc.), which I seriously CBA to do for a forum game.
If a development center gets upgraded, it will likely have one of the following: Armor upgrade (+HP), Development Upgrade (faster cooldown), Efficiency Upgrade (2 targets at the same time or 2 upgrades for the same target), etc.
HOWEVER. If you wish to create a custom map to be destroyed, I allow you to build an "Overmind Outpost" where you can define what to upgrade / use each turn, in private message. It will be a kind of PVP, though.
