You've never done it yourself, but you're vaguely familiar with the process. Having an example on hand would help if you wanted to give it a try. You'd also need to source the ingredients somehow: sulphur, saltpeter, and (high-quality) charcoal.

I have to wonder how much the Water Elemental was able to heal between us fighting it at the entrance and now (assuming this is the same one).
It definitely had enough time for a Short Rest, but not a Long Rest, which I think means it could use its 12d10 hit dice to recover (+4 for each, because Con modifier)? I think that's how it works for monsters.

Yup, pretty much. That was part of the consequences I mentioned for you guys taking forever with the WIS save effect in the fog. The Water Elemental had plenty of time to get a Short Rest in.
Also, while Hunter's Mark would've faded, technically Hex is still active on it. Since Kytiel cast it with an 8 hour duration and didn't drop concentration yet.
